Obiettivi dell'insegnamento
The course fits into the overall program curriculum pursuing some of the defined general learning goals. In particular, the course contributes to the development of the following capabilities:
Understand context, functions, processes in a complex organizational environment and the impact of those factors on performance
Design solutions applying a scientific and engineering approach (Analysis, Learning, Reasoning, and Modeling capability deriving from a solid and rigorous multidisciplinary background) to face problems and opportunities in a complex organizational environment

The successful completion of the class will allow the student to:
1. understand the characteristics and constraints of non-routine decision making processes in complex organizational environments
2. use the analytical tools learned in class in designing appropriate strategies able to overcome the obstacles to introduce innovations in complex organizational environments
Argomenti trattati
The main aim of the class is to familiarise the students with the theory and practice of public policy analysis, a political science sub-discipline involved in explaining and predicting the ways in which governments at all levels interact with citizens, firms and other public and private organizations in the solution of collective problems.
The core of the course regards the strategies that an innovative actor (public or private) can use in decisional and implementation processes to secure the success of a reform/innovation project.
More generally, the course focuses attention on innovations in a political/administrative environment. The intent is to use analytic concepts and tools to improve managerial capacity for successful changes in dealing with organizational and societal problems. The analytical framework developed by policy analysts is useful to help both public and private managers in dealing with complex problems, i.e. issues in which there are different, possibly competing, points of view, lack of all the necessary resources, conflicts.
The class will be organised as follows:
introduction: what is a public policy, the evolution of public policies and public administrations;
The project design phase and the project evaluation role; improving evaluation capacities in the design process
the decision making process: theories, models (rational, bounded rationality, incrementalism, garbage can), elements (the actors and their roles, resources, content of the decision, patterns of interaction, environment), strategies for successful decisions;

No previous knowledge is required
Modalità di valutazione
The class is based on lectures and group work. The students attending the class will have the possibility to participate in at least one collective exercise (developed in groups) and to present a final collective paper.
Evaluation for attending students:
a) a written exam based on the textbooks listed below (40% of the final mark)
b) the project work in group (40% of the final mark)
c) active participation to the exercises and seminars is also considered for the final mark (20%)
The non attending students will sustain a written exam based on the textbooks (100% of the final mark)
