Obiettivi dell'insegnamento

The course fits into the overall program curriculum pursuing some of the defined general learning goals. In particular, the course contributes to the development of the following capabilities:

  • Design solutions applying a scientific and engineering approach (Analysis, Learning, Reasoning, and Modeling capability deriving from a solid and rigorous multidisciplinary background) to face problems and opportunities in public sector environment

  • Develop new ideas and solutions in public sector scenarios evolving over time

At the end of the course, students should be able to:

- identify key problems of public administrations that can be faced my means of a structured use of managerial competences;

- use the knowledge from economic and managerial fields to develop ideas for improving the performance of public administrations 


Argomenti trattati

The main objective of the course is providing a picture of the challenges for managing public organizations, also by explaining similarities and differences with the management of private companies.

The program starts with a description of the relevance of public sector, then illustrates the economics and managerial theories about its role in the economy.

The main conceptual effort in the first part of the Course will be devoted to the evolution from traditional (bureaucratic) Public Administration to modern Public Management principles. The second main part of the program is devoted to analysing how the “hard” tools of management are applied to the public sector: strategic planning, performance management, digital innovation and use of data.

The program is built around 10 core modules, each of which will cover 1 week:

  1. The importance (and economic relevance) of public sector
  2. Current trends for public management: an introduction
  3. The role of the government in an economy
  4. The ‘traditional’ model of Public Administration
  5. Public Management: definitions and characteristics
  6. Regulation, Contracting and Public Ownership
  7. Strategic management for public administrations
  8. Financial and Performance Management
  9. E-government and digital innovation in public management
  10. The use of data for supporting innovation in the public sector

The course follows an approach based on "Flipped Classroom": the students work on theoretical content and Case Studies at home, and the classroom time is dedicated to working with the professor and to teamworks. 


Prerequisiti

Basic competences in Strategy, Management control systems and accounting. 


Modalità di valutazione

 

Each student will be required to write one assignment about the main topics covered by the Course (including the Case Studies) This activity will constitute the basis for the oral exam.
The overall final grade will be a function of three main criteria:

  • (active) participation to the lessons and teamwork (25%)

  • grades obtained in the assignments (65%)

  • oral exam (10%)

Both the assignment and the oral exam are designed to verify the core competences of students in two specific areas:

- identify key problems of public administrations that can be faced my means of a structured use of managerial competences;

- use the knowledge from economic and managerial fields to develop ideas for improving the performance of public administrations
